This guy checks on my instagram, he follows and blocks me [I Have a Stalker]

He follows me to send a ping to my phone and then he blocks me. He did this for the past 2-3 years. Whenever New Year comes around.

I have no screenshot proof because it pings me every 1 second. And the account is gone. I want him to stop sending it to me. I do not know how I can get him to stop.
