Name an era in which businesses did not try dishonest practices!
Try for example, the Mediaeval origin of the so-called "Baker's Dozen" (13 instead of 12) - selling 12 loaves for the price but adding one free, was a sort of insurance by bakers to ensure they could not be charged with selling under-weight bread.
Or why there are so many trading-standards laws going back far into history.
