I think you can express disagreement or respectfully critique ideologies

While not being discriminatory towards followers of that ideology and not assuming homogeneity of individuals. Analysis and discourse are part of a free society. But when it becomes hateful and rhetoric demonizes an entire group of people or advocates for violence or discrimination then it is hate speech and extremism.
