Can governments legally criminalize homelessness and fail to provide universal housing?

Are we going back to the time before we fought against fascism and changing course?

Sounds like Soviet Union where not working was illegal, except I'm not sure how it worked in reality, it's possible that inconvenient people simply disappeared. It wouldn't surprise me.

The sickening thing is how the government contributed to homelessness by their inactions against capitalism out of control, shutting down mental hospitals, and refusing to fund programs.
