I think this should apply toward ICE agents.

According to the Geneva Conventions, combatants must distinguish themselves from the civilian population to be afforded legal protection, which is typically achieved by wearing a uniform or carrying arms openly. If captured while not in uniform, they could face severe consequences, including execution without trial.
