The situation was already under control, the national guard didn't need to be sent in. They were sent there to make things worse. The goal is to stir up an actual huge riot so the Republicans have the excuse to declare martial law.

If you actually look at the footage from before the national guard got there, there's like fifteen cop cars stationed and only one car on fire. The situation was more than under control. But as usual, the Republicans are trying to provoke a reaction. It's was the same thing with the BLM protests. They're even using the "outside agitator" lie they use every time there's a protest they disagree with.
