Cordon off and declare marshal law in the commie infested parts. Go house to house and arrest all the officials, bureaucrats, politicians investigate and interrogate them. Most would probably have to go on trial given what would be uncovered. Arrest all the rioters as well, keep them in a compound for trial. Keep up the ICE raids to, deport around the clock.
