Arrested for cleaning up a yard?

This could be extreme communism which believes charity is not needed because the state should provide all needs. In fact it's extreme capitalism because the local authority has a financial interest in making people pay for services they could get from other people, paid or otherwise. This man shows true Christian values and the local councillors need shaming. The Police were just doing what the local statutes told them to do, I guess, just using the usual unsubtle methods they've been trained in, ignoring any humanity.
