Americans, why is it ok to mock orange skin and to mock white skin by showing clowns with very white skin and ginger hair, while being illegal to mock

The clowns themselves, paint their faces freakishly white and don red wigs. That has gone back decades. To portray clowns in any other way would not be portraying an actual depiction.
Mocking a person for having natural orange skin would be wrong.
Mocking a person who chooses to paint their face orange(badly. Orange face, white ears🙄) , stand in front of the world, sweating profusely, unable to wipe his face, is open to mockery.
