I have only heard this as a right wing talking point.
On the other hand defund the police has been a thing because those same police use their power and authority to murder people, therefore they need less funding for that kind of behavior. If they want more funding then they need better behavior. It's simple, reward good actions, punish bad actions.
As to letting everyone out of prison I have heard that from neither side. Unless you mean decriminalizing drug use. Which I agree with. Drugs aren't a legal problem they are a medical problem. But treatment is forbidden due to all the red tape surrounding drug treatment research. So most researchers dont even bother. But it still doesn't make it disappear.
