Does saying 'Sorry' before an insult make it twice as insulting? [I Bad Grammar]

Tried talking to this guy in the Phillipines and asked him about his phone connection, explaining that sometimes the connection there can get in the way. He responds "Sorry the way you talk is kind of bossy" and I said you shouldn't have even said sorry and blocked him. I hate people like that, just insult me and be done with it!
