Which websites only have IP-based bans?

Its important for me.

Those who give irrelevant answers or put emojis instead of responding will hear swearing and insults that they have never heard in their lives and will be reported.

Why is it important? Because those are easily avoided so you could break the rules without consequences?

Anyway, because they aren't very effective, I doubt any website will rely on those alone and nothing else.
