What's wrong with the App Store ?

My wife likes to use her ipod while her phone charges lately she's had a hard time downloading apps it just says cannot connect to App Store. We have Hugs Net but we live way out in the country it seems apps download faster on our phones than on the ipod for some reason but we use Samsung phones. She only has 999 songs on it so there's not that many. Why does it just keeps saying cannot connect to App Store ? Anyone else with Apple have this problem ? How can we fix this ?
