Though on second thoughts, perhaps he's not quite right.

I think rather, he would have been better saying that insults are the arguments of those unable to argue their case civilly. All the more so where neither side can prove its case in fact, or where neither case is intrinsically "better" than the other.

@ArishMell I'm not so sure about the last part of your observation.
I think if one side is proven, or "better", then the other side, unwilling to admit it, is more likely to fall back on insult as a defense.
