A dilemma, homeless stuff

I went for a walk this morning at the local swamp. There were garbage bags full of clothing in a heap near the entrance. Looked like maybe 5 or 6 bags of stuff. There was also a duffel bag sitting on top that looked newer. It was open so I looked inside and there was a laptop.
It was raining and this laptop was going to be toast, so I tossed the bag in the car thinking I could track down the owner somehow.
Not a soul around. Whoever owns all this stuff is in hiding somewhere, or doesn't know their stuff is sitting here maybe. Hard to guess.
I haven't turned the laptop on, but inside that bag were other items. Some papers that identified the owner, but they are all dated 2018. One of the sheets had a phone number so I called it but some guy answered and he did not know who this person is. He suspected the number had been reused.
There was a bunch of clothing in there, some shirts, maybe 5 bra's, some napkins, pencils. Power cable to laptop is in there too.
All the clothing was soaked. The laptop had water dripping off it. it may be toast already, but I will not turn it on like this. Let it dry first.
I hung everything up to dry it and tossed a few things in the dryer including that duffel bag.
Question is, what to do with it all. I don't want it myself, should I take it to police station? Do they do anything with homeless possessions?
I kind of wish I could track down the owner and maybe help them out, but not sure how someone does that.
I do have the name of this person from the paperwork. It is a female from India, maybe 28yrs old, and there are papers requesting money that I guess she couldn't pay. Very sad.

she may have stashed it somewhere she felt it would be safe. she may come back for it. It's really hard to say. Maybe clean it up the best you can and put it back, protecting it in some way from the weather?

Im sure she wants/ Neds her things. But who knows ...
@nonsensiclesnail Yea, that's an idea. Another thought is to put a note there saying I have it in case she comes back. At least it is safe here. Hmm.. I may just do that. That way I can connect with her and maybe help out.
@JamesBugman You are incredibly thoughtful to do this.
Be careful though. the homeless women I've interacted with are very aggressively terrified. They always carry a weapon or 3, understandably. Be sure to tell her your intent. Maybe if there is somewhere "safe" nearby to leave it for her that might be better, like a church or if you have them in your area, call the local homeless shelters and see if anyone knows her.
