Possibly. Toilet paper is a product of the paper industry. If there are supply chain interruptions, paper mills are one of the earliest places to shut down.

@plungesponge they use a lot of chemicals that always deplete or are seriously delayed during shipping interruptions. The machinery that makes paper is extremely large and expensive to repair or replace and cannot tolerate unplanned shutdowns. Therefore best case for them is to just shut down which they will do. It can take weeks to bring a paper mill up after a shutdown, months if an unplanned shutdown occurs.
