Can other people in a house notice if in someone other's apartment their fuse has blown?

A few minutes ago I noticed a flickering in my room together with the tv getting turned off and then on again. Then I remembered someone running an electric storage heater around this time of day. Could their fuse blowing cause a flickering in other apartments in the house?
