Just had a call with my former old couple neighbor. I asked them to look after my tortoise when I moved away as my new apartment didn't jive.

He likes to have a lot of garden area to explore and my new apartment just can't provide it.
Since he is a little moody teenager I decided to let him stay at my old apartments garden, with the people he already knows.

Today the old couple called me to snitch on the dude that moved in my old apartment. He apparently turns my tortoise on his back every time he's hanging his laundry! Who does that?! HE IS TINY! HE IS SMALLER THAN A REGULAR PIECE OF PAPER! JUST IGNORE HIM! Or bring it up with someone if it's a problem. Just flipping him over? What a dick move!

I'll swing by there tomorrow and talk to this guy, because this is just unacceptable behavior.

So what came of your conversation with this jerk?
I was thinking that trying to tell the guy what to do might just prompt him to turn up the jerkiness to a higher level--how can you stop it, if you're not there to watch? Maybe you need to find your tortoise another home with someone who can take responsibility for keeping him safe. But what do I know? I hope it comes out well.
