Why do people let their dog bark for like half an hour straight?

Maybe I’m spoiled, my cutie rarely barks. The neighbor’s dog just goes at it all the time. He spends a lot of time outside 😢 What’s he barking at? Is he asking to come back inside?

(sounds like a “he” anyway)

(I mean it’s just a deep baritone kind of bark)
