Do you live in an area where people don't like to talk to strangers or make eye contact with them?

My brother went to Sweden once and he said the people there act like you're a freak if you speak to a stranger

What kind of stranger? A foreigner? This is a city, most people are strangers to each other here and don't start to chit-chat with just anybody.

@SW-User Depends on the person. I'm always taken aback when a stranger tries to talk to me and might behave in a way you described. When I think about it, it might not even be a stranger. I'm not hostile but generally not used to people talk to me and want my attention so I don't know how to react when it happens.
