Can I make see shirt sleeves tighter without making the body of the shirt smaller?

The sleeves are super big and long, but the body fits. Weird shirt ..

It depends on if there are side seems or if it is a rap around.

@iamnikki If the shirt has seems going down each side, it can be adjusted, it's hard to do with a t-shirt with no seams on the side. The material is basically a tube with arm holes cut in it and sleeves sewn on. Cutting a shirt like that will unravel.
