It'll be turned on at some point. If they aren't licensed then they are doing it the way somebody taught them that may or may not known the correct way at the time. And the Code changes every three years. Plumbing and electrical are always worth hiring a professional to get it done right the first time

The real challenge is finding the right electrician. If you do, keep them. They'll take care of you and reward your loyolty. You're helping feed his family.
