If someone has no arms or legs where to they get blood drawn for a blood test?

I seriously want to know this because they usually have to tie a tourniquet around the arm or leg they're doing it in, but there are no areas like that in the torso. Also if they were to do it anywhere like in the neck wouldn't they bleed out too much?
