I can't get my hair to grow!?

Hey guys, I'm looking for tips, suggestions, anything really. I cut my hair 3 years ago and it's impossible to grow. It's still the same length. I've tried vitamins, shampoos , conditioners. If anyone has any suggestions or tips please let me know. I'm desperate!

Ok I know your going to say I'm crazy .. but my grandmother swore by this .. .. You need to have it trimmed regularly .. .. between a 1/2 to 1 inch each month .. .. it will grow back and then keep growing .. ..
