I think your misunderstanding how things in the USA work, Federal and State healthcare policies aren't the same things.
But even putting aside how healthcare policies are funded, on a state or federal level, No emergency services cannot by law refuse to treat somebody who requires it regardless of their ability to pay.

@xCoinx: I mean, I'm probably misunderstanding something. I'm not from the US, after all, and our healthcare systems seem to be pretty damn different.
Still, I am pretty sure you don't have universal health care over there. Just wondered if that counts with childbirth as well.

@NorthernRoses: the healthcare system in the U.S. Is quite different from the European healthcare system. Both have their flaws but both work as best they can (most of the time) within the context that they emerged
