Why can't I lose weight?

What is wrong with me? v.v I count my calories, I measure everything to be accurate. I eat on average 1,000-1,300 calories a day and I exercise. wtf

and before you recommend seeing a doctor or nutritionist, I can't. I don't have health insurance.

No need, if you can't lose weight you aren't creating a caloric deficit. It's really that simple.
@Flenflyys: I know but its not like I eat a lot. I have been purposely eating under 1000 calories for a couple weeks now, and exercising a lot and my job requires me to be on my feet and moving for at least 7 hours a day. I don't get the logic that I eat too much when I eat hardly anything. my bmr is supposedly 1,500. I eat 500 calories under. :/

How did you determine your bmr? If you actually eat that little an are unable to create a deficit there's definitely something else going on. PCOS comes to mind because it affects a lot of women, but it could be so many things. you should see a doctor or dietician so you don't have to deal with this frustration.
@Flenflyys: I looked on several online calculators to get what I should be around. -.- Maybe once I get my insurance situated.
