Four people in Oregon who received both doses of vaccine test positive for coronavirus

Could it be like other shots...where it makes you get the illness but to a small degree?

Based on the number of people already vaccinated in that state,over 300K, and that the vaccine is approx 95% effective, that leaves over 15K people it won't fully protect so likely those 4 are out of the 15K. All had mild symptoms.
