No, as others said none of the currently approved vaccines (at least in the U.S. and E.U.) contains inactivated virus, only "code" to recreate a little piece of it, that is sufficient to build immunity.
Also, none of the vaccine is 100% effective. Most likely, these people were among the 8% (or more, depending on the shot they received) who don't respond to vaccination.
