I’d call it “prepared.” They started preparing last year. They had a researcher go to Wuhan, at the first sign of this pandemic. They also had experience with the SARS epidemic, and had built a number of mask producing factories. The only thing that wouldn’t work here is the tracking of people’s phones, and access to medical records, which they did. That would not be constitutional here, even if it works to limit the virus. They tracked everyone in the high risk category, tested them, did contact tracing, and contained the spread. Truly amazing, but definitely trampled on civil rights. @Extant1
