Did allowing citizens away on holiday or working overseas returning home contribute to the spread of the virus?

Yes it does. My country has 155 cases and only 4 have yet to be linked to people coming back from holiday or work. If we didn't let them in, we would have had no cases.

They had to have citizens return I suppose
But maybe the price was too great

At least all should have been ordered to self isolate for 14 days
And faced penalties if they refused
And they should have stopped non residents coming in weeks ago
Unless they were performing some vital job

Yes. South Korea was monitoring at airports very early on.

A bunch of Canadian cruise ship passengers were quarantined and sure enough several turned out to have been infected.

@SW-User Quarantine is the Italian word but it doesn't mean seven or even fourteen, but forty! The modern world doesn't know the best methods of containment it would seem!
You HAVE to let people come back home.

Yes, but it is what it is. People need to go back home. We just need stricter implementation of self isolation and quarantine once they’re back

@BiasForAction That's how contagion happens! If you go overseas you risk being trapped too! I'm a long way from home, but I'm using FaceTime to connect with my family.

Yes but what can you do. People can't stay away from home indefinitely. Honestly USA hasn't stopped international flights so...... still spreading. Most airlines have cut up to 75% of International flights but that still leaves some.
I just pretended to book a flight from my city to London and back for 2 weeks and the only message said that as long as Im a citizen then I need to come thru a designated entry point which my city happens to be so I would not be inconvenienced at all for a U. K. tour right now.
