You actually read the link you provided?
Relevant passage:
The EPA has proposed a framework that will allow for the approval for "new uses" of asbestos.
WHAT'S FALSE
The EPA has not changed anything about currently banned uses of asbestos, and any new uses would first be assessed by the agency.
It's a change, that's all. This is what happens after a new administration takes over, they make changes.

So skipping over the part where they are also limiting the actual research with a view to making it simpler to get new uses approved. And making a hard right at the idea that NOTHING coming out of this research could be sold overseas anywhere, did we mention this is ASBESTOS!@SumKindaMunster

@whowasthatmaskedman Dangerous substances and chemicals are used in manufacturing all the time. They are considering allowing asbestos to be used in manufacturing, not putting it back in buildings.

The smallest fibre, let loose in the atmosphere can cause Mesothelioma. A form of incurable lung cancer brought on by such minor exposure as standing in traffic breathing in brake dust from passing vehicles. They is not safe level of risk with this crap. Absolute insanity.@SumKindaMunster

@whowasthatmaskedman I know what mesothelioma is dunderhead. A good friend's mother just passed from this horrible disease.
You don't know what you are talking about.

No moron, you get it from repeated, regular exposure to asbestos like what happened when it was in every building for decades.
It's not coming back to building materials. They are considering using it again in manufacturing, that's all.
Stop listening to Snopes. They are run by progressives and regularly contribute and associate with members of the Democrat party. It's propaganda. Snopes is great if you want to know if the email forward you got from your uncle is legit, not so much when it comes to politics.

Sorry. I thought I may be discussing this rationally on a scientific basis. I come from an age when "Progess" was in a forward direction and was generally considered a good thing. And before you go calling people names, look up the number of traffic cops who died of lung cancer. @SumKindaMunster

Well then your first mistake was using Snopes as your "scientific" guide. Snopes is opinion, they make a few calls, send a few emails and draw their own conclusions. There is nothing scientific in their methods.

And your interpretation of "progress" is based on your own, well worn and stubborn liberal world view. As I said earlier, it's a change, it remains to be seen whether this is a good change or not. You clearly don't believe so, but that is merely your opinion.
And before you go calling people names, look up the number of traffic cops who died of lung cancer.
Yeah well maybe next time don't assume the person you are speaking to is ignorant and has no idea about what the true danger of asbestos is. I am well aware of the horror of this insidious disease.
