Can general practitioner doctors?

Write out a medical certificate stating a patient has depression and is to be treated? Can this be valid reason for time off study if a person is going through a difficult time and needs a bit of time off and will the university accept this reason for a student to defer their studies for the semester, then return to their studies the next semester?
