If your proposition were true, DNA could be changed by external applications of hormones, rather than DNA providing a basic blueprint for the body's development.
Do you think loading up an XY individual with female hormones will spontaneously transform his DNA to XX? Or vice versa?

@SomeMichGuy No, but over a long enough period of time, I suppose those hormones could make the XY individual look very female.

@Dicey Yes, look and over a long time.
They can also affect how the "native" hardware works...or doesn't; one can be fully plumbed but not fully functional.
