Varicose veins keep coming back. Is that normal?

Have a friend who suffers from varicose veins. They are a nurse so sitting isn't always an option. Sclerotherapy (chemical and laser) have been done but in about a year new ones form. So every 2 or 3 years they need to do this again? Only 33. Blood pressure is normal. What can be done?
