Why do they tell you to be at the doctor's 15 minutes early, when they always are at least 30 to 45 minutes behind everytime?

It's usually 4 to 6 different people causing this,
Only 1 is the Doctor!

Scheduler, (Booking everyone too close}
Front Desk when you Sign In (Marking You There)
IT Dept. (The Software Informing the Staff You're There)
Doctor's Nurse or LPN (Noticing You're Waiting)
Doctor (Older Doctors can't be hurried along)

Only 5 Minutes after Check-in usually and I don't care about waiting in a room 5 to 10 Minutes, because I know he is Giving someone a Quality Visit, like I'll get if Needed.
