Why do they tell you to be at the doctor's 15 minutes early, when they always are at least 30 to 45 minutes behind everytime?

Bureaucracy is why, they just have to make it as hard as possible, waste as much paperwork as possible and waste your time as much as possible and have as many acronyms so much to the point it's an acronym hell... as possible. It wouldn't be bureaucratic otherwise.
