I say workout, as when I start getting back into workout hard, I eat more for like the first two weeks before I start to eat less, don't want to be in a diet during the eating more period....
And you should probably just do one, and make it a habit and then start the other.

Diet first and just increase your activity. Healthy food can taste good. You don't have to deny yourself of everything you like. Follow nutritionists to learn more.

What do you like to eat? There are eating plans (not diets, which fail) for almost any palate. Exercise is hard-hard to start up, but its benefits in energy and confidence are almost immediate.
Whatever you do, approach it slowly, make sure it's something you could keep up indefinitely and simply make sure to use more calories than you put into your body. Good luck.

Both. Start small. Gradually increase

Personally I'd start the diet.
That way you your body adjusts to the reduced content and anything you have to add after will be better choices since you know it will help you in the gym

Diet food can taste delicious. You just have to flavor it well. And fresh food is yummy. Working out you can gradually increase, small changes one at a time.
