At age 12, pubic hair development varies widely because puberty begins at different times for every child.

Normal Range for 12-Year-Olds
No hair to sparse/soft hair (Tanner Stage 1 or 2): Some children have not started puberty yet and have no pubic hair. Others may have a small amount of fine, straight, or slightly downy hair.

Increasing or darker hair (Tanner Stage 2 or 3): Many 12-year-olds—both boys and girls—have sparse to moderate amounts of hair that is starting to become slightly darker and coarser.

Hereditary and timing differences:
Puberty often starts earlier or later depending on genetics, and girls generally enter puberty a bit earlier than boys on average. A consensus among users on Quora notes that having a lot of pubic hair at age 12 can be completely normal and often runs in families.
