Does SW ban users?
If the answer is yes, is this ban permanent or temporary? Or is IP and device ban also applied?

My experience is that SW will try not to ban people on the basis that they'll just come back anyway on other accounts or they'll use other means by which to evade IP bans. So basically if you're being harassed by someone who keeps making alt accounts to evade blocks then you might as well just leave yourself, or contact local law enforcement if the activity constitutes a crime. It's all on you though.
