Likely it's their alt account so they can see users posts easily that have blocked them. Yet they really don't need it for the most part. They are just lazy all around.
They also don't want to advertise their alt account. Any kind of pfp can be back traced. So if they have one at all it's probably someone else's profile pic and that person would likely complain to the admin.
