What is my neighbour up to?

She/he have placed a dozen potted plants outside of their house since yesterday only thing is they're all completely dead or dying, but they seem to be arranged like as if he/she want to make the place look better😅 it's quite perplexing🤣🤣🤣🤣 well not really, it looks funny tbh😆
