No one lied. Every state, from Montana to Massachusetts, Miaryland and Michigan has their own code of laws, eg, Maryland Code of Laws. I put myself through college in Maryland working in a law library, and these books are available on the shelves, updated every year as new laws are introduced and old ones revised, with some taken off the books. As a rookie teacher and thus a mandated reporter in Maryland many years ago, we were introduced to the COMAR (Code of Maryland) regulations regarding our duty to report any suspected abuse to our supervisors. I can assure you that every state requires public school teachers to do this.
