how do you create a group here?

hey most probably this question has been answered some times but it seems i can't figure it out...so

ohhh you can't really? wow. it is ok , i will go by it, can't do differently anyways :) anyone knows as why you can't? they don't want to have many irrelevant groups for example or what?
