Some people are well-known, because they are good, kind, funny, smart or helpful....
Some people are 'infamous' but for less admirable traits.

Depending on what you mean by popular, there is no real formula.
Some people just seem to get the majority of the site to like them. Maybe they exude a charm? Dunno.
