Can the second photo be one in a friends only album which I presume admins can see? I don't generally keep clear unaltered photos public.

@Starcrossed That would defeat the purpose of this. A user could verify their account, make it visible only to friends, and then never add any friends, while tricking other people that their account is verified, yet the photos on public albums don't match the person of the verified photo.

Exactly. People should not talk to people they don’t trust. People should feel comfortable sharing pictures and posting if and when they feel like it and if that doesn’t satisfy someone else well they don’t need to interact with them, do they? @BatRinseRepeat
