Why does it take so long for trolls and bullies to be suspended from SW?

I have just been informed today that one of those creatures who attacked me four months ago had only just been suspended for attacking me. Why wasn't he suspended four months ago? Is there any way we can get this speeded up so that troublemakers are dealt with immediately?
