I am a New Member at Similar Worlds

I don't know why, but people less than 18 can't message me unless they're in my circle. They get an error "Cannot contact this member" on the app, and "This member does not allow communication with underage members" on the site. Can anyone tell me how to fix this? I can't find it in the account settings.
