They definitely arrest elderly and pregnant people. Not sure about special needs. I guess it depends on how special the needs are.

For instance, if it is someone who is mentally handicapped, I suppose they could arrest them, but I'm pretty sure they'd have a hard time prosecuting someone with a mental age of three and the emotional control of an adolescent and the body of a full grown man, and they struck someone for stealing their comic book.

Very much yes to all of them. My friend just had a baby, but before she did, she was put in jail. Not going into the specifics at this point, but they certainly don't care about any of those things. And you'll be lucky to even get your lifesaving medications while in there.

in OITNB they even give birth to babies in prison 😄

No. I suppose they can't come in and pull out your feeding tube, but when I was in, I saw people doing their retirement there. It was depressing.

Except certain foreign dignitaries who may have immunity from certain charges.

Why would those two reasons excuse them from serving time?

Cops can arrest anyone with reasonable cause. It's up to the court who then finds them either mentally ill, incompetent, crazy, etc.

That's how they get promoted! the more arrest they make that become convictions! Cops should be shot at any age! Cops aren't people!
