Is it right for a 60 year old woman to wear a tiny pink miniskirt and pink lipstick?

I saw this lady at the mall and she did not look nice,lol.

Probably not the best look for that lady, but it's a fashion crime, not an actual one. She could maybe do with a little advice on what's age-appropriate to wear and what's not.
