Is it right for a 60 year old woman to wear a tiny pink miniskirt and pink lipstick?

I saw this lady at the mall and she did not look nice,lol.

I didn't wear mini-skirts in my 20s. But I have a friend who could wear them at 65 and look great. It's not always about age, in spite of what ageists(and especially sexists) think. Nobody generally tries to dictate what men wear, after all.
